San Clemente residents have become increasingly irked by a homeless encampment that has grown up near the Metrolink station in North Beach.

San Clemente is considering revising its anti-camping regulations to designate an area where homeless people are officially allowed to camp. The move follows a federal lawsuit against the city and recent legal precedent establishing the right to sleep in public places if no shelter is available. 

City officials also hope the move would give them the legal leeway to clear out a homeless encampment that has San Clemente residents upset.
