President Clinton turns to foreign issues this week, addressing the United Nationa on Monday, and on Tuesday meeting for the first time with the new Japanese Prime Minister, Keizo Obuchi. The summit comes amidst signs that Japan may finally be taking serious steps to address its crippled economy.
